The Venture Builder Scheme is a flagship initiative of the Government of Tamil Nadu to accelerate startup-driven innovation across the State. Announced by the Hon’ble Minister for Micro, Small and Medium Enterprises on 09.04.2025, this scheme empowers organisations to professionally build new startups from scratch—bringing together ideas, talent, mentorship, infrastructure, and execution under one unified program. Unlike incubators or accelerators that support existing startups, a Venture Builder creates entirely new ventures internally through a structured, systematic model. Under this scheme, 20 Venture Builders will be selected and anchored across TANSIM’s 10 Regional Hubs. Each Venture Builder will be responsible for building 25 DPIIT-recognised startups every year, focusing especially on the Ideation to MVP stage with validated business models. Upon successful completion and verification by an Evaluation Committee, each Venture Builder will receive a performance-linked grant of ₹2.5 lakh. A total of ₹50 lakh has been allocated for the scheme for FY 2025–26.
